Subject:	Outside Legal Counsel 

Council Members: 

At the Rules Committee meeting today we discussed options for outside legal counsel for the purposes 
of any potential transaction related to JEA. Members provided General Counsel Gabriel with their 
thoughts on the scope of service. Mr. Gabriel will send out by email the final version of the scope of 
services in the next couple days. 

If you know of any law firms who are qualified and interested in representing the city council in this 
matter please ask them to send their resume of qualification including supporting documents to DR. 
Cheryl L. Brown no later than October 25, 2019. Once all applications are received General Counsel 
Gabriel, Ethics Director Carla Miller and myself will review and select the firm we believe will best 
represent our needs. 

I will then  introduce legislation approving said firm as an in and out emergency at our regular city 
council meeting on Tuesday November 12, 2019.
